7990 fan stopped working.

My 7990 has always acted weird, the fans spin once on startup, then stop, and continue to spin again. Now when they start, one of them doesn't continue. It still spins once, just doesn't start again. I honestly have no clue what to do, any help is appreciated.

PSU: 750w LSP ultra
CPU: 8350 ~4.3Ghz
Gpu: radeon 7990
Mono: Asus m5a99x evo r2

I need this solved ASAP because I stream. ;-; is it my PSU? My mobo? GPU?

It's the GPU fan itself, the fans spinning at startup and then stopping and then again spinning it's common in AMD cards so that's not a problem, the specific fan however might have it's power cord damaged or maybe it's dirty enough to being unable to spin, if you haven't cleaned it up in a while do it, if it's possible to dismount it take it out to lubricate it (you can look in youtube for videos regarding how to make maintenance to a fan).
