8.00 GB of RAM installed but only 3.99 GB usable

Most probably your operating system is 32 bit. In 32 bit operating systems no more than 4 gb ram is allowed. That's because 32 bit processors can't use more than 4294967296 bytes.
 
Make sure your ram sticks are in the color coded slots if they are dual channel, if you have 2 separate sticks place the, in the 2 separate colored slots on the motherboard. if you have a 2x4gb then make sure they are in the first color coded slots, if you are using like 2x2 and a 2x2 then split them and keep the pairs together for dual channel, if you have a dual channel pair, then plug those into the first color coded slots, and keep your last ram stick separate in its own color slot. If you can get Speccy and let me know what MOBO you have and what RAm you have
 
I have windows 10 also if that means anything
CPU: AMD FX-8320
motherboard: MSI 760GMA-P34(FX) (MS-7641) (CPU1) - i do have 2 ripjaws btw, 2 sticks of 4gb
RAM: 8.00GB Single-Channel DDR3 @ 799MHz (11-11-11-28)
Graphics card: NVIDIA GeForce GTX 960 (MSI)
 


use the 2 sticks of 4gb in dual configuration. just make sure you have them in the correct slots.
 
hi,

please check in msconfig > boot > advanced options > maximum memory is NOT checked. you also need 64bit version of Windows to use more than 4GB RAM.

refer to your motherboard manual, insert both sticks in the correct slots, usually 1,3 or 2,4 to activate dual channel config.

if you've recently change your cpu cooler or reseated it, check that it's not overtight or misaligned, I would try to loosen it and tighten each side incrementally to balance the pressure.

try reset your BIOS by taking out the battery and waiting 5 minutes then reinsert (with PC powered OFF).

 

By saying that you are using 64 bit you mean processor or operating system. Because, the processor might be 64 bit but the os might not be 64 bit.
