8 gb but 3.98 usable

Hey guys, so recently I've discovered that my PC was running on 3.98 gb out of 8gb RAM.You know ,i checked msconfig etc etc all that basic stuff but nothing helped me.I reinstalled windows by formatting all hard drives,ran the PC Fix option from windows that lasted a freaking night.Now,still the same. I really have no idea what I should do? So that's why I came here,to ask you guys for some help. I AM RUNNING 64 BIT WINDOWS SO DON'T BOTHER TELLING ME TO RUN 64BIT. What could be wrong? I really hope i can get some answers cause otherwise,I really don't know what to do anymore...

So just to be 100% sure on your setup, you have TWO 4GB DDR3 sticks (the largest memory stick ever made for DDR2 is 2GB I believe)?
If, however, you have two 2GB DDR2 sticks and two 2GB DDR3 sticks in your system, you will only see 4GB (either, the DDR2 or DDR3, depending on which your BIOS gives preference to). This is explicity stated in your motherboard manual (http://www.asrock.com/mb/NVIDIA/N68C-GS%20FX/?cat=Manual ) on Page 17 Note 4: "DDR2 and DDR3 memory modules cannot be installed on this motherboard at the same time."


It's a home built.An old ASRock n68c-gs fx.
