8 thread Dual Quad Core Xeon Dell T5400 vs... T5400...??

I need some insight:

at work we have a T5400 with:

x2 Xeon E5430 2.66 Ghz - quad core Harperstowns
x2 WD Raptor 73 GB drives in Raid 1

it was upgraded from 4GB of FB DDR2 to 16 GB FB DDR2, 4 sticks, one for each channel
we also upgraded it from WinXP to Windows 7 Pro 64 bit

it scores a CPU WEI of 7.2

I bought for my person use a T5400 cuz they are cheap

it came with:

x2 Xeon E5410 2.33 Ghz - quad core Harperstowns
x1 WD 260 GB HDD

it has x8 1 GB FB-DDR2 sticks for 8GB total - 2GB per channel
Windows Vista Business 64 Bit with SP3

I scored a CPU WEI of 5.9

I upgraded it to x2 E5450 3.0 Ghz CPU and my WEI didn't change, all 5 metrics still say 5.9???

I must me missing something, how can my faster CPU score less of a WEI than the one at work?

I know the WEI doesn't mean all that much, but it leads me to believe that I have a bottleneck somewhere in the system.

If I had to guess, it would be that I have filled up ALL 8 slots of the FB-DDR2, but I was under the impression that my memory bandwidth should go up if I use more of the channels...?

I even changed from the FX3700 to a GTX 465 and my WEI for graphics didn't move either.

Am I missing something?

What else should I be looking for?

Any opinions or thoughts as to why my WEI doesn't move, it might not mean much, but the motherboard on the work PC is the same, and the CPU's are slower members of the same generation and Windows thinks they are 20% higher performance?

Ram and all wouldn't affect how your CPU scores. First off, does Windows even see two CPU's? I know that Win7 supports dual CPU's but I'm not sure about Windows Vista.

It does see both CPU's and all 8 threads, everything SEEMS to be operating correctly. I thought it was strange that all five metrics read exactly 5.9 and haven't changed even though I changed the 3 major components, RAM, CPUs, and Video card... :/

haha, yea, a few times... no change... when I put in the new hardware Windows 7 says: "you're settings have changed update your score" but Vista has yet to say that, its been a while since I've used Vista, maybe it never let you know that you need to update?

I'm tempted to put Windows 7 on it to see if it reads my WEI different but I REALLY don't want to have to go through the pain of reinstalling SP1 on Vista... it takes FOREVER and SP3

Actually, come to think of it, I believe that Vista's WEI tops out at 5.9.
