$800 - $1000 MMORPG Gaming PC

Hey im planning on building a new PC.
The game i mainly plan on playing is Black Desert Online (which is an mmorpg). This game seems to have very demanding performance, and i'm not sure what parts are best for me.

Approximate Purchase Date: Next couple weeks

Budget Range: 800 - 1000. I really don't want to go over 1000

System Usage from Most to Least Important: Gaming (BDO) some game development/coding, little to no rendering.

Parts Not Required: Mouse, Keyboard, Monitor, OS

Preferred Website(s) for Parts: Newegg or Amazon is preferred

Country: U.S.

Parts Preferences: I haven't looked too much into parts but the ryzen 1600x looks interesting, maybe coupled with a gtx 1060/1070 ?

Overclocking
: Probably

SLI or Crossfire: No

Monitor Resolution: 1080p

Additional Comments: I would like it to be quiet, and somewhat stylish if possible.

BDO reminds me a lot like GW3 very bad game engine when you get into populated cities or anywhere with a lot of people on the map the FPS tank.
Sort of GPU dependent and a bit GPU. Your best bet is to uses a fast CPU and a decent GPU.
AMD just don't have the single core performance per clock rate. I would use a i5 7600K and overclock all cores to the 4.5/4.6 area with a GTX 1060 6GB card.
Something like this / not the quietest PC but for your budget about the best your going to get performance wise unless you drop the SSD and cut down to 8GB of memory (8 runs that game just fine)
All from Newegg and Amazon at the top of your budget requires windows 10.
