800W High Power PSU Good enough?

I have a MSI X99S Gaming 7 motherboard.
I have a GTX 1070 Nvidia Video Card.
I have 4x8 GB Corsair Vengence DDR 4 RAM @2666 mhz. (32GB Total)
I have a kingston SSD 225GB Hard Drive
I have a 1TB HDD
I have a i7 5820k @ 3.3GHz
I have a ASUS 2560x1440p @144hz with 1ms response time, free sync
I have a 800W High Power PSU (model: HPL-800BR-F14S)

Currently, my issue is I am having massive FPS issues in all next gen games I try to play on 2560p and 1020p resolutions. I have done all the benchmarks on my computer and have relayed that information to people at Nvidia and other sources and I returned my Motherboard back to MSI since it was under warranty and apparently it was bad. They sent another brand version of that card, and still my FPS is bad. My LAST resort is my powersupply not being fast enough to power this computer I have built? Maybe it can't do the 1070 with liquid cooling, 2k monitor etc. I am curious if anyone could lend a hand as to whether or not a 800W High Power PSU could supply this?

Any help would be greatly appreciated. Also, all my components have been remotely diagnosed from Nvidia and Best Buy and all numbers are great during them which is preventing us from figuring out if a component as gone bad. Everything is operating at is potential if not greater. Maybe this powersupply can't feed my computer enough power to these high end components?
 
Thanks for the responses on such a quick notice! My normal motherboard temperature ranges between 38-44C, not sure about my CPU. Basically, I ran every benchmark on each component, my CPU places in the 99th percentile, my GPU is 98th, during which I have had extremely HIGH fps in everything, but as soon as I enter games, it plummets.

I never go above 20% CPU Usage in any game. These games consist of Battlefield 1, Rise of the Tomb Raider, Starwars Battlefront, Rainbow Six Siege, Tom Clancy's The Division, The Forest (this game provided me at least 50-60 FPS on 2560x1440p (2k) resolution).

I never go above 30-35 FPS in Battlefield 1 and sometimes go down into the low twenties.
Rise of the Tomb Raider provides 25-35 FPS consistently.
Rainbow Six Siege which I play primarily only provides 20-35 FPS and maybe 40-45 on some maps.
The Division is the same 30ish.

During all of this, a Nividia guy remote accessed my computer and did testing on every component while I was playing these games. My CPU never goes about 20-25% because of how good it is. My usage of my 1070 GTX with everything on highest quality is roughly 4.5/8GB. I have updated everything on my Motherboard, my BIOS and drivers.

Highest quality graphics on 2560x1440p should easily obtain me 80-100 maybe more a few people have told me. I have received a brand new motherboard and nvidia card due to my old ones being bad.

I have ran tests on both my SSD and HDD and was told that they are both good.

My last resort which I have always kept in the back of my mind was my PSU (powersupply). When I looked at the brand High Power and never heard of it, I looked it up and it does indeed seem like a very cheap PSU. Could this be my issue? If so, what powersupply wattage should I look for and what brand?

I should also note that I have reformatted my computer entirely with the thinking that some setting was in the way, but it was fixed. I am on Windows 10, fully updated, inside my nvidia control panel, my Vsync is turned off, and powersupply usage to maximum performance for everything and also inside Windows settings I matched my refresh rate to 144hz in all settings.
 
I am thinking of getting this PSU (EVGA SuperNOVA 750 T2, 80+ TITANIUM 750W, Fully Modular, EVGA ECO Mode, 10 Year Warranty , Includes FREE Power On Self Tester, Power Supply 220-T2-0750-X1). Any thoughts on this compared to mine? 750 Titanium watt compared to my 800 High Power PSU.
 
Anyone with some advice on what could be causing my issue? Does MSI motherboards conflict with compatibility with Nvidia Video Cards? When I built my computer it come with a MSI 970 which I upgraded to a Nvidia Geforce GTX 1070.
