8350, rx 460, CM 590 case, asrock 970 ext.4 mobo, 16g, windows 10. Ambient temps where I live are around 29-32 with no AC here as it is summer.

I don't know what to do. This freaking CPU will not cool down. I have my fans running at full-on all the time and I am still getting high 50's in simple games like lol and overwatch.

Fallout 4 will jump to 70 for one sec and come back down at loading screens and then jumps around 55-61, and Doom seems to run fine. I have read threads with people not getting over 35c on max load with an evo 212.

I expected better from a 212X. I wanted to OC but that doesnt even seem sort of possible. I have reseated the cooler 4 times now in different directions with different paste configurations, being careful to clean off every little bit of paste between positions and none of them make any difference.

Is my CPU bad? Am I doing this wrong? Are these temps bad?

That isn't actually that high of a temp for an 8350. Amd's bulldozer based cpu's are known to run a bit hot. My Core i5 3350p 3.5 ghz reaches 74*C in the summer time with stock Intel cooling. I would say you should try a different cooler. Maybe a cheap water cooling solution if you're that worried about it, but all in all that's not really a super high temp to get worried about. Your CPU will be fine at that temp even running 24/7.

I thought 62 was its limit and would be damaged if it goes above that for too long?

Another question.

Speedfan is telling me that the cpu is getting up to 68c when gaming, but all other monitors say its much much lower. It does appear to be throttling in overwatch when it says its running that hot. The speedfan is a solid temp that does not jump a lot, the other temps jump around a lot. How do I know which one is telling me the truth?

Any suggestions on a cheap watercooler? Also, would undervolting be a bad idea?

No, Most CPU's have a maximum temperature threshold in the 95*C range. 62*C is absolutely acceptable when gaming and should be nothing to worry to much about. If it starts hitting 75*C+ constantly then you will know you have a problem. With a decent water cooler you can expect between 35-50*C when gaming. I would recommend a Corsair H60 or H75 or if you have the room and money a H100i. Also try HWMonitor and CPUZ, as those will give you the most accurate temp readings. Also undervolting isn't such a bad idea. Try lowering it in .010v increments and testing it with Prime95 to see if you get any errors or if performance decreases so you know what voltage range is right for you. I would say a safe undervolt would be in the 1.215-1.290V range depending on the binning of your processor.
