8600GT no display error beeps

I've been looking around this and several other forums on the net to find an solution for my problem, but nothing!

So i'm trying to post a thread to see if someone can help me.

I have recently bought a ASUS EN86GT Silent 512mb DDR3 graphics PCI-E card for my computer.
The problem is when I turn the power on I get no display and one long and three short beeps.
I have been looking around for some error beep codes on my ASUS P4V800D-X mobo, think the BIOS is AMI.
The only solution I've come up with is rearranging my RAM sticks. This didn't help.
I have also updated my BIOS to update0704 and updated the drivers for the graphics card.
The strange thing is that this problem only appears when the computer is "cold". When i reboot several times it starts up nice and everything is working. I can even reboot from windows and it is no problem.
I have tried my old ATI 128mb card and it works fine.

Please help me!

Comp specs:
MOBO: ASUS P4V800D-X
PSU: 580W
RAM 1280MB Kingston PC3200
CPU Intel Celeron 2.53mHz

(GPU temp never over 55c celsius)

I've tried two different PSU:s, same problem on both.

The other one was a 350w but I recon it wasn't enough.

I just went nuts with the multimeter, here is the results on my Apevia ATX-AS520W (sorry, I was wrong in my first post)

Specs:

+3.3V +5V = 200W
+3.3V +5V 12V = 500W

MM rail test:
12v
POST: 11.96
Boot 11.99
Windows startup: 12.06
System at idle: 12.10
System at load: 12.02
Shut down: 12.07

5v
POST: 5.18
Boot 5.16
Windows startup: 5.17
System at idle: 5.17
System at load: 5.17
Shut down: 5.16

3.3V
Never changed from 3.43

All of above stated MM test results are median values. 12v went constant +/-1v
