8700k and air cooler

budget is limited and i need to choose the best and cheap air cooler who can provide simple OC of 4.7 or 4.8

where i live i have these choices ( i made them using my own research)

Shadow Rock 2
Black rock 3
Black rock 4 (maybe the most i will spend 61 euros where i live)
Scythe Kotetu mark II
Scythe Mugen 5
Scythe Fuma rev b
Scythe Ninja 5 (60euros)

maybe this german brand?

Certainly the Black Rock 4 would get the cooling performance recommendation.

The Scythe Kotetsu II is comparable to coolers like the Deepcool Gammaxx 400, Cooler Master Hyper Evo 212, and Cryorig H7. It should be enough to for your mild overclock.

Shadow Rock 2 is probably up there in terms of performance, but I imagine it is quite a bit louder since it has to push through such a large fin stack.

Solely in term of budget, the Cooler Master Hyper Evo 212 still does the job really nicely. It's cheap yet offers great value.

where i live there is a deal for a cooler Thermalright Macho X2 how is it? compared to dark rock 3, good price, will it performe good with my light oc of 4.7 or 4.8

I don't see why not, it is a very large cooler. Make sure it will fit though.
