8700k high temps the second

Hi,
i have already posted a thread like this but the problem is back.
I have got a 8700k on a Gigabyte mItx MoBo, cooled by a Fractal s24 (before a corsair h105) and it is running, what i consider, too hot. 45-50°C at idle 65-75°C at light load (for example downloading a game on steam and watching youtube) and 85-90°C under 100% load on all cores. I have already RMAed the h105, as i thought it was at fault but after getting a new cooler and seeing virtually no change to the temps, im wondering if maybe the chip or the motherboard VRMs are at fault, because even at idle the voltage sometimes jumps to over 1.3V . I have also tested the s24 on my old system (with a 4790k) and there the temps are around 60° at load.
 
Use Coretemp to get your load CPU temps. Some programs are not reliable. Your temps may actually not be 90c.

You've either made a mistake with the cooler installation or the thermal paste application on the first system. 90c+ is far too high under any conditions unless you are overclocking heavily. The voltage jumps are normal too, if Turbo boost is on then the motherboard automatically changes voltages and the CPU multiplier whenever a process needs processing. There doesn't have to be any applications open for this too happen.
 
I assembled my pc only a month ago and re applied the block multiple times with both coolers and every time i did, the thermal paste covered the entire ihs. I used Intel etu, msi afterburner, hw monitor, realtemp and coretemp to get the temps. I am also certain that i didn't make a mistake intalling the cooler. ambient was at 18.67°C and rose to 19.25°C and the side panels of the case were opened at the time of the test.
 
At stock speeds if you are getting load temps in the 90s there must be an issue with the installation or the cooler itself (or overclocking). Nothing else causes temps that bad especially if it's a 240mm cooler.

- If you have overclocked at any point ever, clear your CMOS.

- Check your CPU voltages in BIOS to see if the CPU is below 1.25V.

- While you are in BIOS, have a look and see if you have one of those "EZ tuning" type motherboard overclocks enabled. This is default on some boards.

- Is the cooler fan spinning at max speed? I would try switching the cooler to PWM mode and manually turning everything up to max and see if temps come down.
 
Something with cooler 100%!!
I have i7 8700k at 4.8 GHz 1.264 VCore and I get under Prime92 Small test max load temps of 80°C after 1h and cooler fan is not even maxed out, at around 75%. The cooler I use is Thermalright Macho Rev. B. Room temp around 18°C and a lot of case fans for intake.
Also look at the BIOS update for Mobo, maybe there is fix somewhere for high voltages.
