[SOLVED] 8700k's lower cpu usage than 9700k

so this video https://www.youtube.com/watch?v=rvDU7xGHpNo&t= shows that the 8700k uses significant less resources than the 9700k in almost every game . so that means that the 8700k has less chances of reaching 100% resulting in stuttering and fps drops when streaming/recording while gaming ?

Reviews of the 9700k have it typically fairly evenly matched with the 8700k in highly threaded workloads. Which makes sense given that from what I've heard hyperthreading adds maybe 30-40% performance absolute best case scenario, whereas the 9700k has 33% more cores.
12 threads vs 8, so it is going to be able to handle more multitasking.

Kind of the way I have always perceived it. There are going to be some games where multi-threading is useful.

I didn't watch the whole video. Do we know the status of the spectre/meltdown patches on both of these chips? This just could be the difference between branch prediction being on on the older processor and off on the newer one.
