It should be able to max every game currently out (and for the foreseeable future) with decent fps.

Get a 4460 - newer and better TIM/ power management

I would get an XFX550 PSU. Better quality.

Get windows 8.1 - simply better.

btw 8.1 has alot of bugs soo i chose win 7 since im use to it, probably will buy win 8 when every patch is good

8.1 has no bugs really. That is a myth. It runs most games better than 7 as well.

Many people claim to not like the layout, but you don't even need to use the tile menu at all. I have never used it and I have been on 8.1 for 9 months.

Why would you get something that you don't like , I mean I have the choice either to operate w7 or w8 so thats why I'm saying if he doesn't like it he has his choice and w7 is very solid even after losing its support people will still buy it.
