8GB of RAM but only 3.97GB usable

Hello I noticed that on about of my PC in the settings it says that my PC has 8GB of ram but only 3.97GB are usable. Why is this? It says I have a 64 bit OS. Please help.

please post entire system specs, including gpu, ram, all the details

Click Start and type msconfig in the Search programs and files box, and then click msconfig in the Programs list.
In the System Configuration window, click Advanced options on the Boot tab.
Click to clear the Maximum memory and check box, and then click OK.
Restart the computer.

I already did the MSCONFIG and updated BIOs. System specs are:
AMD FX 6300
Gigabyte GA 970A UD3P
G.Skill 8GB RAM
MSI GeForce GTX 750ti OC
EVGA 430W PSU

Try swaping the RAM around and you need to update all drivers. Basically a driver takes some RAM and never release the RAM once finished. Try changing the page file.
