8gb out of 16gb RAM show in Windows/Bios? How to get full RAM?

So, I have 16gb of RAM installed but only 8gb are being recognized by Bios /Windows.

I have:
MSI z77a-gd65 motherboard
Corsair Vengeance (2x4gb) (2)
Windows 10

The specifications in the memory sticks are:
2133MHz
11-11-11-27
1.50V

I've tried the sticks individually as well as alternating slots. Everything seems fine with those.
BIOS recognizes that 4 sticks are in, it is just not using all of the slots. It either recognizes DIMM1-3, or 2-4 but not all four.


Any suggestions?

Have you tried clearing the CMOS (unplug the power cord and remove the CMOS battery for a minute)?

No, I will try it now and see how it goes

Edit: Nothing. Still 8gb.
