8Gb ram installed but detect only 5Gb

Hi, I have a problem with my pc. I've installed 8GB ram(4x2) but windows detect 5Gb ram installed with 3.95Gb usable. I've tried place the ram at different slot but the problem still there and sometime my pc dont even start. Other forum says that my ram or mobo is broken but hope there is another solution. Thanks

Windows 8.1 pro 64bit
AMD fx6350
Sapphire r9270x
MSI 970 gaming mobo
Corsair DDR3 VENGEANCE 8GB(4x2) PC1600 BLUE

Double check you are seating the RAM in the correct slots. Some things to try:
Update BIOS
Reset CMOS
Re-install CPU cooler (if overtightened, can lead to the problems you are experiencing)

What are the model #s of each stick? What does CPU-Z (free app) show for amount of DRAM? Sounds more like a 4GB with a 1GB stick. Should be able to get the model of each stick from the SPD tab next to Part Number

so i've check the part number and it write "CMZ8GX3M2A1600C9" and on the SPD is "XMP 1.2" and also when you say it I notice that ram on slot#2 is 1024mb while slot#4 is 4096 mb

done all that and it's still the same
