8gb ram installed only 3.9 usable windows 10 64 bit

Motherboard: Asus M5A97 LE R2.0
CPU: Amd FX-4100
RAM: Kingston 1600MHz (2x4gb)
GPU: gigabyte GTX 1050 ti

System says only 3.9 usable when 8 is installed cpu-z and bios both say got both sticks installed and working

That's about right if you have a lot of stuff running in the background because that's only free RAM left. Some of it would be as HW reserved also.

even going to windows 7 fresh install only 3.9gb

on task manager just says total memory 3.9gb

checked motherboard says there is 4gb but if check dimms shows both are in

Task Manager, Performance, Memory, there's in small blue letters at the bottom "Open Resource Monitor", you'll see details of memory usage.
