It actually depends on the content you want to stream and the volume of content you want to go through. I take up that much bandwidth when on Youtube alone. I had to up my package to 25Mbps to be able to handle 4 devices streaming 1080p content off of Youtube.

10 users with one single youtube session, Yes. 10 simultaneous youtube sessions, No.

When I had 3 mb, I could not consistently play 720 resolution, so basically limited to SD videos, one session. 1080 really wants ~ 10 mbit per session. 4K furgitaboutit.
