You never want a low refresh rate, the higher the refresh rate the better especially with fps games. That's why the pro's use the 120hz and up refresh rate monitors. This means you get more frames per second, of course this is dependent on your other computer specs and if they can handle the additional frames.

8ms response time can be misleading as many monitor manufacturers use GTG or Grey-to-Grey response time instead of black-to-black. This GTG response time can be much less than a real world response time. tomshardware has done multiple reviews and comment on this. So in conclusion, whether it says 2ms or 8ms response time there won't be a noticeable real world difference.

I agree. As a fps gamer I enjoy the speed I get beyond 60fps. I don't get 144fps or 165fps (as my monitor can) but I do notice the difference in bumping to above 60fps. I get a steady 85fps in BF4 and it looks brilliant.

But my Dell advertises 8ms and it can in no way compare to my 4ms Asus monitor. If I saw a monitor with 8ms response time I'd assume it isn't for fps gamers. That doesn't mean it is bad, but just not suited for fps gaming. Movies and slow games will look better. (assuming it is a IPS panel)

whether the monitor with a response time of 8ms great for racing games like Project cars, need for speed and simulation games like euro truck simulator, etc.
