[SOLVED] 9 months of magic Ryzen/RTX lagging/microstutter

Hey all,
not sure if this is the right forum to post in but it could be a CPU problem. Im not sure about anything anymore.
My PC is lagging for like 9-12 months and I cant figure out why. The fun thing about this is I changed every single part of my PC to test for some days. I´ve tried 4 GPUs, 2 CPUs, 3 RAM kits, 2 Mainboards, 2 Monitors, 3 PSUs, 2 SSDs, 1 HDD, changed all wires, I even went to another house to test it there with another ISP and powersocket, installed WIN10 in different version and so on. I´ve updated the BIOS, drivers and everything I could update.
It´s still lagging.
Not sure if my PC is magic or something but Im slowly getting crazy about it.

It feels like it must be something thermal because the laggs getting more and longer if my PC runs for a while but laggs even start if it´s freshly started.

Today I used LatencyMon again because I want to give it another try to fix those laggs. I would like to start from 0 again because there must be a reason for these laggs.

My specs:
Ryzen 1700x stock
B350 Tomahawk
2x8 GB Ripjaw 5
RTX 2060 OC
Evo 840 120GB + Evo 850 480GB

Would you guys help me to figure out the reason of the laggs? Im willing to try everything. These laggs are killing me.

Im mostly playing Rocket League while watching videos on my second monitor or using Youtube to hear music.
It´s lagging in every game I´ve tested but I mostly play Rocket League and Apex Legends.
I can produce a lagg when a new video is loading so it freezes for like half a second.
But it also laggs randomly or for a reason I can´t see while playing.
In Apex it´s always lagging when landing and im like 50m above the ground. After this point the laggs feel random.

Solution
When installing windows, is it done with only the OS drive connected to the system? Or are all drives connected at install.

Disable Xbox DVR totally, and Game bar, they often have adverse affects on games and are generally useless for anything but laptops.
Well have you tried what the app suggests?
Namely disable cool'n'quiet ,use high power profile and basically make sure all your cores run at the same clocks and don't throttle down under load.
Also with small games like rocket league it might be a good idea to use affinity and lock it to certain cores so you reduce switching between cores (especially between cxxs) as much as possible.

I know what's your issue I had the same problem for a log time. The spikes are caused by your chipset driver. Most likely you installed chipset directly from AMD website and it is on a conflict with the driver from your motherboard's website. What you need to do is to navigate to : C:\Program Files\AMD\CIM\BIN64 and Run AMDCleanupUtility. Then delete all 'AMD' remaining folders from: C:\ and C:\Program Files (x86). Reboot your pc and I recommend to install chipset from your motherboard website ONLY.

Hey i kinda have the same problem i installed chipest driver from my motherboard site and upgraded to win 1903 and i have stutters now i don't know which one caused the problem

Well have you tried what the app suggests?

Atm I have cool'n'quiet disabled, high power profile and cores arent thottling down in any way (HWinfo64). Still laggspikes in games for like 0.3 sec or something. Image freezing in that time.

Find the option "Multi-display/mixed-GPU acceleration" and select "Multiple display performance mode"

The other option is your 1700X is throttling too fast and not boosting as much as it could. How's your case airflow?
I might be dumb but I cant find this option in Nvidia control panel. I´ve even switched the software from my native language to english. I cant find this option.
Edit: I´´ve downloaded nvidiaProfileInspector and found the option there. It was already set to multi display performance mode.
My case is opened right now. To test if its the airflow I took a big ventilator and pointet it into my case at max setting for 30min. Nothing changed.

I tried it, deleted it with the AMD tool and downloaded the chipset driver from msi. It seems like they are just using the usual AMD chipset driver too and I couldnt see any difference.
I restarted again - nothing changed.

This is a screenshot of Rocket League and in the top right corner you can see a typical lag/freeze followed by small stutter.

That video shows something similar to a problem with on-the-fly loading from the disks... What are you using for storage?
Im using a Samsung Evo 840 SSD but I also tried a Evo 850 SSD before. I have 2x SSD and 1 HDD. Everything but the 840 Evo is plugged off atm to make sure it doesnt cause the problem. Im not sure if the laggs from BDO and Rocket League have the same source.

Where do you keep the games?
I reinstalled Windows yesterday and changed from my 840 Evo to my Evo 850 and changed all SATA cables and the SATA port again. Usually I use my 840 Evo (120GB) for system and programms and my Evo 8500 (500GB) for games + I have a 2TB HDD for documents, pics and things like that. To test with cables and drives I disconnected everything but this one SSD. Actually Im only using a Samsung Evo 850 500GB SSD for system and games.

Sometimes my PC goes into "hacker mode". Im calling it hacker mode because how the pc react or feels looks like in movies when someone gets hacked. The sound starts to crack, I have like 1-2 fps and cant do much for about 10 seconds. Here is a blurry screenshot from hacker mode 10mins ago. https://ibb.co/pL84nTY
Here is a screenshot of the temps for the last like 1-2 hours. The max for CPU is at 62,5° so it shouldnt be a problem even if it feels like something is overheating over time: https://ibb.co/2YL7S5t

Do you guys have any other idea how I could test or find out what is causing these laggs?

Do you have a bigger PSU to try with?

500w shouldnt be a problem in any way but I also tried a 600W PSU to make sure it wasn´t the problem. Nothing changed.

Some days ago I changed the only thing I´ve never changed so far: the CPU cooler + backplate/retention module. What can I say... Still lagging.

Use Winaero to temporarily disable services, maybe it can give a hint as to whats going on.

Is Windows 10 legitimate? Probably wouldn't answer honestly if it wasn't but if by chance it isn't that would be a good place to start. Im not accusing you of inappropriate actions, it's just a thought given the nature of this problem and what has been done to troubleshoot.

I´ve tested 4 diffrent driver versions directly from Nvidia. I´ve used the DDU tool, fresh install, usual install for each of them. I also tried a GTX 1070 and a GTX 970 instead of my RTX 2060 (and tested a second RTX 2060).

I have tried single monitor. Seems like it doesnt really matter. But my videos are lagging on my second monitor sometimes even if the game is in tray.

SSD firmware is up to date.

Never heard of Winaero but I will check it out.

I bought my Win10 key like 5 years ago at a keyshop and Im still using it. My actual Windows install isnt even activated because I wanted to test exactly this. Also I haven´t used my Windows account for this install. Im using a local profile on this PC at the moment.
I also ordered a ASRock B450 Pro4 mainboard again to test things out with the new CPU cooler. I´ve used an old Macho HR2 Rev. A before and drilled the holes for the backplate/retention module myself. I´ve noticed I may have damaged the mainboards with that module. The mainboard should arrive today and I will test it with a fresh install again. Like for the 75th time or something.

Ok so I´ve ordered more pieces to test with.
My actual system:
ASRock B450 Pro4 (new)
Ryzen 5 2600x (new) + be quiet! Pure Rock (new)
16GB (2x8 GB) RipJaw V (new ones, I´ve got them today) - tried default and XMP profile
GTX 970 (old, replaced my RTX 2060 for testing)
Pure Power 10 500W (bought about 9 months ago)
Crucial BX 500 SSD 120GB (bought about 3 months ago for my second pc, was never in this PC before)
Monitor: Acer Predator XB271HUbmiprz, GSync disabled
Changed network cable

This system is assembled outside of my case and I´ve used new SATA cables again. I´ve installed Win10 fresh - without a key.
I´ve downloaded Steam, Rocket League and LatencyMon, no drivers or anything. Tests: still lagging.
Updated Nvidia driver to newest available and uninstalled old one with DDU in safemode.
Downloaded and installed chipset driver, LAN and audio driver from ASRock.
I also replaced my plugbar (or however this is called).

STILL LAGGING. HOW IN THE WORLD IS THIS POSSIBLE?
What can I possibly do wrong? I mean I didn´t even install anything but drivers. Feeling cursed.

When installing windows, is it done with only the OS drive connected to the system? Or are all drives connected at install.

Disable Xbox DVR totally, and Game bar, they often have adverse affects on games and are generally useless for anything but laptops.
