90-100% CPU Usage

In various tasks, my cpu usage seems to be unreasonably high, like in CSGO, where it throttles my GPU because it's at 100% usage. I'm not sure why this is happening, and in userbenchmark, my cpu is in the 3rd percentile, which is wayyy below average. Here are my results: http://www.userbenchmark.com/UserRun/5297899
(I would like to add I fixed the RAM by enabling XMP in the bios, my bad for forgetting)

My GPU is fine, which I know because of benchmarks. Here are my specs:
CPU: i5 7600K (stock)
GPU: GTX 1080 Strix
Cooler: Corsair H105
RAM: 2x8gb RGB 2400MHz TridentZ
Storage: 1 TB WD BLUE Hard drive and a 256 GB WD BLACK M.2 Drive
OS: Windows 10 Home
Motherboard: MSI Gaming M5 Z270

I get about 100-200 fps on Dust II with a GTX 1080, which IMO, is unacceptable. I play on a 27 inch 144hz monitor, so if I can't get 144 fps, there is no point in using this monitor, as it makes it laggy and choppy. In the CSGO picture, my boost clock is way below what it should be (2126 MHz), and the usage is only 27%.

If anyone could help me with my problem, that'd be great. Thanks, and have a great day. By the way, this is a new computer, and I haven't gotten to overclocking my cpu, but I'm not sure if that'd make that much of a difference. Also, would you guys mind telling me if CCleaner is good? Again, thanks, and hopefully I can resolve my problem.

It looks like you have not overclocked your K.

7600K is capable of more, depending on your lusk in getting a good chip.
As of 6/19/17
What percent of samples can get an overclock
at a vcore around 1.4v.
I5-7600K
4.9 72%
5.0 52%
5.1 27%
5.2 16%
5.3 samples exist, unknown % of occurrence

CSGO is cpu heavy and somewhat single threaded.
If you see some 30% busy, it is likely that what you are seeing is the 100% of the main thread being spread out over your 4 cores.
It looks like you have not overclocked your K.

Sure, i'll try overclocking my cpu. I know that cs go is CPU intensive, so maybe it's just cs go. Thanks alot, have a good day man.
