Question 9070xt not recognized

I have a brand new PC build, my 9070xt is not appearing in BIOS or on Windows device manager. The GPU does have RBG that light up when the PC boots. I have an AMD 7800x3d, AORUS x870 elite wifi 7 board, 1000W PSU
I've tried updgrading to the latest BIOS, downgrading PCIE to gen 4, re-seating the GPU, booting with only one sitck of RAM, HDMI and DP cables on the GPU and I cannot get any display signal to register, I'm only able to use the CPU integrated graphics. Any advice? I don't have another card to try in the slot and I'm not able to fit the card in separate PCIE slots

Make sure PCI-E cables, on GPU and PSU side are fully inserted. CMOS reset isn't a bad idea either.

Still no luck, removed the battery from the motherboard and cleared CMOS, can still only reach BIOS through CPU integrated graphics
I also tried some extra PCIE cables I had and tried plugging the gpu into a TV instead of my monitor and still no signal. Appreciate the help!
