9400 GT error, blue lines and a code 10

My parents PC was recently upgraded to a 9400 GT. We have blue lines vertical down the screen, and a code 10 error that device cannot start.We have tried uninstalling and reinstalling the drivers many time, we tried taking out the card and putting it back in, nothing works. We are lost at what to do. My dad does photo editing and my mom uses word for typing so we need it fixed asap. Thanks for all you guys help in advance :)

They currently have a AM2 ASUS M2N-SLI mobo, a Athlon x2 4000+, 2x1GB sticks, 9400 GT 1GB PNY, Win XP SP3, and a 585W.

We are looking to upgrade on fathers day to one of 2 options.

A: 1156 quad core i7, 4 GB DDR3 RAM, 9400 GT

B: AM3 quad or hexa core, 4GB DDR3 RAM, and 9400GT

well my dad doesn't need the best for Photo editing. But I didn't know as much as I do now back then. What would you suggest is a good non buggy card? Would a 512 4850 be good?
 

That would count as an upgrade from a 9400GT granted, but a bit much if all it's going to do is edit photo's.
 

That's a step up from the 9400GT and more than enough without being overkill, and if you could find a passively cooled one that would be even better but I don't know if they ever did such a thing.
