Question 9400F without gpu

Can I use 9400F without gpu? Is there a Mobo with onboard graphics which can do this?

I am on a very tight budget, can't buy a gpu. Otherwise I have a 10 year old hd4670 card lying around, but I don't think it is any good.

My main use will be to watch online videos, it will be connected to smart TV over HDMI.

No, you need a gpu with the 9400F, the motherboard graphics needs a cpu with integrated graphics to work. How about the 8400/9400?

Why do you need a cpu that fast to just watch online videos?
I'd rather look at a i3 8100, Ryzen 5 2400g or Ryzen 3 2200g for that purpose.
