96% Memory Use with Nothing to Show for It

Im sitting here with 96% Memory usage with my desktop saying that 48% is because Google Chrome is open and the rest are system tasks. I have tried closing Chrome which results in the percentage for the app going down but the overall percent usage does not move. I'm pretty sure that everything does not add up to 96% but is still getting annoying seeming that I have 16 GB of RAM. So I guess my question is where is everything being used? I have had a memory leak before but that was a probably around 6 months ago. Recently my computer has also been crashing when I leave it on to update some games through Steam.
I built the desktop in August of 2016 so its not that old. I clean it out fairly often with compressed air.

The desktop is running 16GB of DDR3 Hyper Fury X, a AMD FX-8350 8Core Processor and Windows 10 Home Edition.

Look at task manager and see what is using the memory.
Could also be a virus.

Oops accidently down voted looking for a way to respond from my phone but Im gonna do it here, I have Norton running and the task manager doesn't show anything adding up to 96%, plus most of the things that are shown say system on them.
