The answer is a little more complex than you would think. The R9600XT can have many variations, and the R9800SE can have 2 main variations.
Under most circumstances, the R9600XT beats the R9800SE-128bit memory by a good margin, and loses to the R9800SE-256bit memory by a small margin.
There are unfortunately very few R9800SE 256bit versions out there (but more than when the SE was first released).
However if you do find a true R9800SE 256bit vs an R9600XT (not an XT lite with TSOP, or a Powercolor 'XT' which is really an overclocked R9600PRO), then take whichever is cheaper. They are very close in performance.
The R9800SE and (pro lites) both require FLOPPY power connectors (some [very few] have Molex power connectors), whereas the R9600XT doesn't require aditional power beyond that provided by the AGP slot.
Stay away from the 128 bit SE, but otherwise go with the package that has what you like best. Go for the coolest looking box.
