I can play almost any game and stream it with obs on faster settings with no problem but when it comes to h1z1 and miscreated its terrible. I can put all my settings to low in game and on obs put everything low(ultra fast) and no matter what i do it jumps to 97-100%

Specs

-Processor: i5 7600k

-Motherboard: MSI B250M gaming pro

-Graphics Card: Gtx 960

-RAM: 16GB (2x8GB) DDR4

-Power Supply: 500w

-OS: Windows 10

What mainly bothers me is that the i5 6600k can handle this with no problem (at least in the youtube videos and being in other peoples stream) and my 7600k is suppose to be a step up from it the 6600k, i called tech support they did a test and everything came back fine. Even though its at 100% it also makes my game unplayable. So if anyone can help me out that would be awesome.

Solution
You can totally stream just fine, you're just using the wrong encoder in OBS, use the NVENC settings as mentioned in the 2nd link below:

You can try OBS since it's free:

And here's how to set it up for local recordings, as well as use multiple audio tracks if you desire.

And to set it up for Twitch:

And to get it setup for Youtube streaming:

And optimizing it for Youtube:

Well, an i5 only has 4 threads, gaming wise, H1Z1 is sorta heavy on the CPU as it is, and if you are using x264 software encoder with a decent bit rate, that by its self will smack the i5 around. An i7 would be best for software encoding.

Also as James Mason pointed out, you can use NVENC Encoding, it will put the load on the graphics card, some games you will see no performance loss what so ever, some games I've seen maybe 10 FPS loss recording at 50,000 bit rate at 1080p 60fps. Xsplit and both the old OBS and OBS Studio works with Nvenc Encoding. Only downfall is the Nvenc to get the same level of quality of software encoding is to run a higher bit rate.

Also if you have your onboard graphics enabled, you can use Intel's Quick Sync, I personally like it better than Nvenc as the unused graphics on the CPU encodes the video, leaving the GPU and CPU alone to do its own thing. I used for about a year on my z77 motherboard and a i7 3770s, but unfortunately moving to this x99 build I can no longer use Intel Quick sync.

Your power supply is really low for a setup like that, i have a smaller rig with a 750W Corsair in mine. If you have too low wattage, your cpu will have to lower its power consumption to pass wattage through that big load of ram, and GTX Card. trust me, i dont even surpass i5 and i have 4gb ram but i can play PLAYER UNKNOWNS (as ram consuming and cpu intensive it is) My pc can at least run it at 30fps no studder because i have extra wattage increasing fan speeds, faster cpu sink, ect, low temps = pc master race

yeah uhh, no. you don't understand PC power requirements at all. OPs system uses like 350 watts at most.
