97% CPU, Computer Not Responding

I have Amd RX 580 with a Ryzen 3 1200, when I’m playing fortnite and streaming on SLOBS...my computer becomes so unresponsive when I click onto my 2nd monitor, when looking at the CPU usage in Task Manager, I’m using 97-98%...and the gameplay on main monitor with fortnite becomes slightly laggy etc...do I need to upgrade the CPU?

Gaming and streaming is a challenge for 4c processors.....; you might be able to lower streaming settings, etc., but, this an area where R5-1600/2600 and above are known to somewhat shine...

So could I upgrade to a ryzen 7 1700? Same watts used and it’s an Am4 socket same as my ryzen 3?
