A few months back my parents bought a Dell computer, this was before i started going to websites reading through articles and such so i had no idea how to help them customize it. now getting to my point, when the computer came it had a Radeon 9700 TX in it, after later installing new drivers this changed to a 9500 Pro/9700, this confused me but since this card is still great i didint give it much thought but now since i have posting power i was wondering if anyone knew anyhting about this card or ya know...

As far as I know, that's a Dell only model of the 9700 non-pro. I don't think it has any significant differences from the standard 9700 Non-Pro, but using a non-brand-specific driver, such as those from ATI, would provide such results as you're seeing.

The TX is an underclocked radeon 9700 non-pro..

And Ati made catclysts probably won't recognize it as a TX, but that's alright. It'll still work just fine.

Definitely. The 9700pro would be significantly faster than the tx.
