9700 V-sync

Is there some way i can force V-sync for D3D and OpengL on my 9700 pro, the only option is can find is Wait for V sync "off" and "application Preference", i want to have it always on like the Nvidia drivers cause i get really bad tearing of my graphics in games??? any ideas or tweakers (have tryed a few but none worked) someone can suggest. THANKS !!!

What does V-sync do?
I know it can affect performance, but what does v-sync mean in practice?
