98% Memory use on windows 10

I upgraded to windows 10 from windows 7 and am experiencing lag issues. In task manager it is saying up to 98% of my memory is being used at idle.. The paged pool is only 280mb however. Where is the rest of the memory being used? My disk also spikes up to 100% randomly also. Is there a fix?

Well I restarted my pc and when I load up task manager it is giving me a more basic task manager, not like before where it gave me all of the stats. now it just gives me the 2 basic programs Chrome and Skype. Im pretty confused here. My pc is now running perfect again. but i'm certain the problem will come back as it has before. Before now the bulk of the memory was going towards chrome and something called compressed memory data or something. Not sure of the exact name but they were only taking up about 200mb between them and the rest were taking up hardly any at all.
