I've seen a few questions related to this, but not exactly like my issue (I apologize if the answer is somewhere, I searched - i promise).

So my Zotac 970 GTX starting to fail (one fan was starting to stutter) and so I placed an RMA with Zotac. 3 weeks later, they informed me the GPU was failing and they would send me a replacement. "Unfortunately" they no longer had my 970 so they'd be sending me a 980 GTX AMP! (listed in my parts) as a replacement, pretty happy about that!
Received the card yesterday. Uninstalled all drivers from my Win 10 install - used DDU (using the mobo graphics to run the system). Installed the 980 GTX in the same PCI-e slot as the 970, plugged in all the power, (2x6 pins), fans turned on, booted up - no display. Booted back with integrated graphics, checked bios (updated to latest), all set to the right PCI-e.
The graphics card will not display anything, and when checking the device manager, it doesn't appear. Instead it comes up as 'Microsoft Basic Display Adapter". Nvidia doesnt detect an nvidia card so it won't install any drivers.
CPUz (and GPUz) both detect that it's an Nvidia card, but thats about it, no more data:

What could the problem be?
-I doubt the card is bad, it literally came straight from Zotac (im assuming refurbished). I've contact Zotac support about it
Could it be lack of power? From my researching my 650w should be just fine for what I have...the fans are spinning, but they were also spinning without the 6-pins connected...it also appears in device manager if I disconnect the 6-pins and boot the system.
What else could I be missing here?
