980 TI getting under 40 fps on GTA V Ultra 1080p

I usually played Gta V on High-Ultra settings on my gtx 660, but i decided to upgrade to the 980 ti as well as getting a 700w power supply
I was very excited but when i ran GTA V it started off at 50 fps and slowly dropped down to 30 and at a time it went to 20
My specs are
Gpu: MSI GTX 980 TI Gaming Edition 6gb
Cpu: Intel i7-4770 3.4 ghz
Ram: 8 gb Ddr3 800mhz
Psu: Thermaltake 700w Gold
Motherboard: GigaByte Z87MX-D3H

It would be great if someone can help me fix this problem with easy steps (Sinces im not a tech wizard), all help will be greatly appreciated 😀
 


I tried running everything at medium (Advances settings off) and it varies between 40-50 fps. Even my old gtx 660 could run the game better than my current 980 ti which i find a bit off

Does the ram really bottleneck my system that much???

I also did a benchmark and found my clock speed to be stuck at 600mhz when it should be reaching into the 1100s at stock speeds
 
Wow I'm running gta v in 2k on high and I get 30-50 fps and I'm running a fx 6300 and r9 390, go in advance settings and downscale the population I forgot what it's called lol I brought it down by 2 and got a extra 5fps and I think your ram could be a problem you can get 2x4 gb 1866ram for about £34 I would recommend upgrading your ram
