980 Ti low performance

I have recently purchased a 980ti and have been let down by the performance, would this be down to my cpu and ram or is the gpu at fault?

My specs:
Zotac GeForce GTX 980 Ti
AMD FX(tm)-9590 Eight-core processor
16.00GB RAM 11 being used
1920x1080, 144hz
Driver version: 368.39
Microsoft Windows 7 Home Premium
 


I tried playing fallout 4 with high settings, not even ultra and I was getting 30fps. I have also been playing Overwatch and only get 90-100fps on low when people with the same graphics card get a stable 154
 


Yes the NVIDIA drivers are installed for the 980Ti and the AMD ones are uninstalled, a professional company installed the card and the drivers for me so I presumed it wasn't them. I ran a benchmark and the cpu and ram were under performing but not sure if that would cause this fps
 


I just tested it in a game of Overwatch on low settings and was getting 39% average GPU usage
 


How would I increase GPU usage? My CPU is using 6 of 8 cores at about 50% with one running at 70% and 2 are sitting at 0% and 18%. Temperatures are fine
 
You can't just "increase GPU usage" you have to figure out why the GPU is not being used to its full potential. Measure CPU temperatures with AMD Overdrive, anything else in inaccurate. AMD Overdrive uses the thermal margin, so higher is actually better. It shows how far off the chip is from throttling. What are the GPU temps anyway? It'd be nice to know.
 


GPU temp is 60 degrees
 


CPU temp on AMD overdrive is 33-41 degrees
 


Ran Furmark and it was 98-99% the whole time on the preset 1080p test and had a max temp of 72 degrees
