980 ti running slow/frame rate half of what it used to be

I bought a new case since i wanted something different.

After i swapped out everything to my old case to my new one my gpu wasn't detected so i swapped it to a different pci e slot. I got it working and everything seemed fine until I was playing counter strike and kept experiencing a 40-70 fps drop every time there was something going on on screen.

I have hw monitor open and see that my gpu core was at 1400 mhz, gpu memory at 3610.
I changed the settings in the Nvidia control panel to maximum power preference.


I'm not sure if there's a way that my gpu could be somehow not all the way plugged in therefor not running at full efficiency.

edit: i have a 850 watt psu and my cpu temps looked good when i ran a stress test on it

You have the PCIE power connectors plugged in to the 980 Ti right?

Also, some motherboards only have one x16 PCIE and the other is x4 or x8. While a x8 might be sufficient, and x4 would not. I have no idea if this is your issue, but it is something to consider.

yes my gpu has 2 8pin connectors.

I'm not sure what x16 pcie means. would that limit the gpu?

im using the third slot to the right. the one to the right of the thunderbolt text
