980 TI Strix 60 degrees AFTER gaming only

So, when I turn on my pc, my cpu and gpu temps are about the same, in the 20-30 degree range, and they pretty much stay in that interval until I start playing a game. The GPU reaches up to 75 degrees on 98% load in games like GTA V, my problem is that once I close the game, my GPU stays at about 60 degrees, my CPU goes down to a normal temperature though. I've used multiple different programs for measuring temperature, they all say the same thing. If you're familiar with the strix series, you know that there is a 0 db fan setting, but when its sitting at 60 degrees, only one fan is running, the far left one, the other 2 are stationary, does anyone have any idea whats going on here?? yeah those cards will sit happily at 60C I personally wish they did not, but I do not think such a feature would be included if it could noticeably harm the card's life span. for that card 85C is getting toasty. try to keep it below that.

I have my own fan curve for the card, and they should I already be spinning, and when I open GPU tweak, the far left fan spins, when it is closed, none of them spin
 
this is very odd, If I have the fan curve start at a temperature above what the gpu is currently at, the far left fan spins regardless, If the card reachers a temperature on the curve, all the fans kick in
 

now with the default profile, the fans are actually off when theyre supposed to be and on when theyre supposed to be, I cranked them up to 100% really quick to see if the temperature would drop, and it did, down to about 40 degrees, but its steadily increasing as we speak, It will probably stop at 60, I dont think im confortable with an idle temp of 60 degrees, however, as a side note, whats a temperature that I should try to stay away from, if the card is meant to be idle at 60 degrees, than I guess that's ok, but I want to be sure i don't wear out my components

ok cool, thank you so much btw, It seems that the auto and manual fan modes work, but the custom one, no matter what I put it at, doesnt spin the fans at all, Im probably going to go searching for a different software, GPU tweak isnt very intuitive, I think I can take it from here
