980ti Crash Problem Please Help

Hello,
I got a GTX 980ti. Recently Its Been crashing everytime i hit 100% Power consumption in Hw Monitor. So i Changed my 530 Watt Power supply for a Corsair vs650. So now i have The Same problem, but this time the psu makes weird noises while under load. Is my graphics Card Dead or my psu Not good enough ?

My system:
I5 4690k
16 GB DDR3 RAM
5 TB SATA
GTX 980ti
Corsair Vs650 Power supply(80+)

When i Put Power Limit on 80% everything runs fine and The noise of the psu isnt loud anymore (coil whine)
