Question 980ti fps drop, fluctuation , audio crackling. running out of ideas.

Hello! i recently bought an used computer, and ive been having these problems:
some rare occasions games run smooth. sometimes game starts with decent fps but after a while the fps drops/starts fluctuating so much its unplayable. fps drops comes with stuttering and audio crackles. audio crackles comes in sync with the stuttering if that makes any sense.

in CSGO my fps fluctuates pretty hard, between 300 and 70, sometimes below 70. sometimes it drops even to 20.
PUBG runs about 70-120 med-high settings.
Apex legends fps fluctuates between 40-120 on good days. some games it goes straight to below 30. graphic setting doesent really do anything here either, wether it is on maxed, lowest, or medium.
the weirdest thing is that adjusting graphic settings does not effect at all. fps stays the same etc.
GPU's gaming temperature is around 65 Celsius.

Iv'e tried at least these tips:
-Adjusting Nvidia control panel settings, to high performance etc.
-re installing win10 multiple times
-re installing and updating graphics card drivers multiple times,
-installing older graphics card drivers
-adjusting windows power settings
-used DDU and installed drivers
- checked for malware

I think my setup should do better or am i wrong?
