Question 980ti GPU usage drops along with frames?

Ive been having this problem for the past few days. I will randomly get about half a second of freezing/frame drops and the game returns to normal. I have captured a screenshot of task manager when the frame drop happened. I have an EVGA overclocked version with OEM cooler.

Edit: I store my games on my HDD (D: )and software and windows on my M.2 SSD (C: )
I have also updated my drivers to 436.60 and the issue still persists.

full system spec? include make and model of the psu

cpu/gpu temp and usage during the game?
ram/hdd/sdd usage during the game?

malware scan?

CPU: i7 6700k (AIO Water cooled)
Memory HyperX 8GBx4
GPU: GTX 980ti EVGA OC (OEM Cooler)
MOBO: Asus Z170-A
Monitors(x2): AOC G2460PG; Acer Predator XB271HU
PSU: EVGA Supernova NEX 650G 80Plus Gold
Malware scan: Windows Defender quick scan revealed nothing; Malwarebytes scan on both drives revealed nothing.
Driver Version: 436.60 (Nvidia)


I didnt have a reading on CPU Temp, but GPU temp was ~56c the whole time
RAM usage was nominal during the frame drop
SSD usage was nominal, but HDD usage spiked during the frame drop.

Okay, new thing. I measured the time in between frame drops. Each frame drop is 5 mins apart (5 min 2 sec). But this time the gpu usage went to zero for more than a few seconds. Everything was super slow to load and eventually everything closed and showed a blank shaded desktop (Shaded like an application needed permissions, but no window popped up. Not even the taskbar was there and had to do a hard shutdown.

I really need help because this is starting to worry me now.
