980Ti GPU Usage Problem After messing with some settings (Cant Revert)

Beforahand i would like to apologize for my english as it is not my native language.

Yesterday i was having some troubles with my Kraken RGB watercooler, basically the fan was working but i was unable to change/modify/customize its speed with either CAM or Ai Suite.

I, thinking it was a problem related to some CAM and AI Suite 3, decided to uninstall both programs and also revert the CPU Overclock i had from 4.7 to 4.5 (turbo boost default), and change all the settings in my MB BIOS to default, (which wasnt much, i only changed some rgb settings manually in the first place)

After all that my fan issue still persist, but now for some reason my GPU usage has gonne to hell.

Using BF1 as an example, i was averaging 90%+ GPU Usage and 90-120 FPS on ultra, now i have less than 30% GPU usage and only 40FPS. The same is happening with other games such as OW and Witcher 3.

I have already checked the follwing:
- Made sure Nvidia control panel settings are recognizing my GPU and are set to "Prefer Maximun Performance" , "Single display Performance Mode", and Vsync aplication Controled.
- Made super i dont have aditional power saving modes activated in control Panel
- Made sure the GPU is in the proper bracket
- Clean Install of drivers

Something similar happened a while ago, but i cant remember what i did (if any) that solved the issue.

Im pretty sure is software/configuration Related, since it was working well b4 doing the aforementioned changes. (Its probably something really silly, but for some reason i cant seem to figured it out)

Specs:
- i7 7700k (default speeds now)
- MSI 980Ti (Factory overclocked)
- ASUS ROG Maximus IX Hero LGA1151 DDR4 DP HDMI M.2 USB 3.1 ATX Motherboard
- G.SKILL TridentZ RGB Series 16GB (2 x 8GB) 288-Pin DDR 3000MHz (PC4 24000) Desktop Memory Model F4-3000C15D-16GTZR
- NZXT Kraken X42 All-in-One CPU Liquid Cooling System Cooling, Black RL-KRX42-01
- Windows 10 Home 64 bit (with latest update)
- OS is in an SSD (same with drivers)
- 750w PSU

The Performance on games was flawless until yesterday with that setup.
