Question 981Ti fan middle fan (of 3) not working and fan 1 working overtime

I've not had any issues until a while ago when my GPU fan whirs really loudly and then slows down before whiring loudly again over and over. It never used to do this and doesn't do it in safe mode or when stress tested.

Fan 1 goes from 190 RPM to 1700 RPM every second.
Fan 2 is 0 RPM
Fan 3 is constantly at 2285 RPM

This makes Fan 1 extremely annoying and loud.

Please help.

Which brand of gpu?
Usually fans fail over time, which requires replacement.

Have you tried setting manually fan speed via msi afterburner , for example 50% and see if the second starts up and if 1 and 3 are at same speed?
