99% CPU Usage

So im literally on my desktop and on my second monitor im watching a JayTwoCents video and i open tast manager its on 90% or so and then slowly goes down? What the <removed> is wrong with my pc

- what is on 90%, specifically what exe file
- what browser (common w/ Chrome)

did you ever cleaned up your CPU cooler? forgot to put thermal paste on your cpu? which windows do you use? some specs whould be nice.

There as no mention of a temperature issue ... the CPU is 90% loaded and wants to know why watching a web video is creating so big a load .
