PC suddenly slow after restart. At first I thought it was another valve update that breaks CS:GO for AMD users but even the OS seems to be running like a potato.
Malwarebytes returns no threats but task manager reveals that a windows process called "service host local system" seems to be taking up 99% drive usage at all times. The solution named in this http://www.tomshardware.co.uk/forum/id-2791310/service-host-local-system-high-memory-usage.html thread does not work. Nor does restarting or anything simple like that.

Hello... GOOD you found the information... Cortana is Talking help APP... Crapware? or Nagware? you chose B )... and as you see a resource HOG... basically make a decision to use it or un-install it.

Another popular(?) one too is the Microsoft TV on-demand?... these items will continue to call your OS for acceptance and disrupt normal system use.

I'm not WIN10 so I don't have the EXACT/TESTED procedure... either create a New post for that very same question... "Is there anyway I can disable Cortana for good?" OR do a google on the subject... there is a lot out there I see.

Ok now the other advice I can give for you is to go/check into all installed APPs-preferences and Disable "Auto Updates" having this enabled will cause the APP at...
Can you please pass on your full system's specs inclusive of your OS?
List them as:
CPU:
Motherbaord:
Ram:
SSD/HDD:
GPU:
PSU:
OS:

If you're on Windows 10, you may wan to run repair install and see if the issue is alleviated. One other thing to note is to make sure your motherboard BIOS is up to date.

Thread moved to Windows 10 section based on an assumption.

BIOS and drivers are all up to date, I don't think this has anything to do with hardware but:
i3 4130 3.4ghz
the motherboard is some dell one idk
8GB RAM
Seagate 7200rpm 1TB HDD
MSI R9 380 4GB
500W EVGA PSU
Windows 10

No, but now the same process is taking 50% of my CPU usage instead 🙁

Already said it is a Windows process. Specifically "service host local system(18)" the number in brackets changes between around 17-20.

Hello... Can you go to Task manager-performance-resource monitor-CPU and give me the PID # and Full description/name there for it? (slide the column spacing/view for all information.) If you click on the Column name, it will "Sort" the list to highest and lowest too.

I am unsure what PID you wanted, but I killed the processes of the two highest CPU users which were something about cortana and now my PC seems to be normal. Is there anyway I can disable cortana for good?

Another waste of Time and resources. B / "If it's NOT broken... Don't Try and Fix it!!!"
