99% gpu usage in h1z1 bottlenecking?

I thought overclocking my CPU would improve the FPS in h1z1 so I decided to overclock it. Every since I overclocked my CPU to 3.9ghz @1.225 the game (H1Z1) started to look laggy in a way and not smooth on HIGH pixel quality. but when I turn it down to Medium it's fine. GPU usage is at 99% when the game runs and CPU is around 60%.

Is my GPU not able to render the high settings?

would overclocking the GPU help?

That is exactly what that means, the graphics card is being use to its full potential, but the processor is not. So you have room to gain performance in a new graphics card.

What budget are you looking at? Something like a 960, 280x, or 970 would be a good upgrade (The AMD side would require a new PSU)

Depends on budget but the gtx 960/979 are and r9 380/390 are excellent for the price

what do you mean the amd side? and i've been looking at the 960 but looking for a good deal

By that I mean AMD cards, they require more power on average than Nvidia.
The 960 is a fairly good card for its price.
