Question 99% Memory usage as soon as I boot up

So the last couple of days my computer has been getting more and more fps drops while I game (I figured it's because I habitually leave a ton of chrome tabs open so I didn't think it was an issue since I didn't want to close down those tabs yet).

I've done a bit of searching on here to see if any of the situations apply to me but every post I've found says their computer would start with normal usage but slowly rise. But for me it starts as soon as I load up the OS.

Yesterday it got really bad so I closed down all my tabs and it didn't solve anything. I checked the RAM and it's sitting at 99% usage. I had this problem about 2 years ago and figured I just didn't have enough so I upgraded it. I have 32GB so I doubt it's lack of capacity. I suspect a memory leak but whenever I check what's using all of it, task manager tells me that whatever program I have open (in this case one chrome tab to write this post) is using about 50% of my available space, and everything else is at 1% or less. Any ideas?
 
What OS are you working with? Microsoft's Windows 8/8.1/10? If it's either of them, the issue is known as a memory leak, that happens when your OS is corrupt. The simplest way of recovering from it is to reinstall the OS, after you've recreated your bootable USB installer and reinstalled your OS. Prior to OS reinstall, it's good practice to make sure your motherboard in on the latest BIOS version.
