Question 9900k cooling help

I am working on fixing an overheating computer with a broken AIO. The system is running an i9 9900k at stock settings. The user games heavily and needs a new cooler to replace the broken AIO. An air cooler is preferred. What would be the best air cooler to cool a 9900k? I was looking at the be quiet dark rock pro 4 but the computer has all dimm slots occupied with Ripjaws 5). Could someone tell me a good air cooler that would work to cool his 9900k while also fitting over the ram?

Make and model of your motherboard? Make and model of your case being used? If clearance isn't an issue, you might want to look into the Be Quiet! Dark Rock 4 cooler. That also leads me to the other questions, what is your budget for the cooler, where are you/the owner of the system located and what is your preferred site for purchase?

Huh? That should fit just fine.
Be quiet has an image of their DRP4 paired with Trident Zs - those are 44mm tall. I'm using some Ripjaws V myself, and G. Skill states those are 42mm tall.

If the case supports a 160mm cooler, I like the Noctua NH-D15s.
The ram is 42 mm high, and the noctua will clear 65mm.
