Can this stain here worsen performance? surface does not feel smooth. it is stain from LM.
Not sure what to buy to remove the stain here in Europe

If it's not smooth, you won't get the best cooling. Does the CPU even work? If you just bought it but haven't yet tested it out that would be the first thing I do. Even without the best contact you won't kill it by booting to desktop with proper TIM and a HS+F.

To clean try 90% antimicrobal alcohol and Qtips.
