[SOLVED] 9900kf Running anywhere from 50°c to 90°c at idle

My 9900k is running anywhere from 50 to 90°c at idle and at 95°c and throttling to 3600mhz under load. The temperature of the liquid sits around 27°c. My GPU is also running slightly slower than usual. Any idea what the issue is here?

System Specs:
i9 9900kf
RTX 2070 EVGA Black
Gigabyte Z370 hd3
2 x 16GB 3000mhz Trident Z Memory
NZXT X73 CPU Cooler
 
Solution
1)Cooler not mounted properly, or back plate not installed correctly.

2)Pump is dead, clogged, or not receiving power.

That's pretty much what it comes down to for you to be seeing 90C in bios or idling on the desktop.
