i was wondering which card is better for gaming and how many more FPS on average can i get from the better card

I think you meant 980ti(there is no 990ti)
Performance of a GTX980ti is equivalent to a GTX1070 and the GTX1070 list price is less.
At equal price, I would go with the newer tech GTX1070.

As for fps well that depends on resolution and the rest of the system

It beats the 980 Ti and even the Titan X the majority of the time. Unless you can get a 980 Ti for really cheap, I'm not even sure why it's even a consideration to be honest.

this thread has a list of models and reviews and lots of other info on the pascal cards. but what they said 1070 is a much better deal if you can wait for them to actually be in stores
