A 100 - 120 Watt semi-laptop build with Mini - ITX

I want to make a semi portable "semi-laptop", so i thought a mini-itx mobo notebook would do.
I need a quad core cpu, so i thought i could go with a quad core AMD APU (Unlocked i.e. K series) and under-clock it.

Since its under-clocked, an air cooling system is good enough too, using 40mm - 80mm fans. A battery, and a pico-psu
can also be used here. Another thing that's required is a WiFi card. A simple netgear card would do.

I plan on using this for programming, simple online gaming(low settings) and chatting,emailing and stuff.

I also plan on custom building the case with a metal box. I want a 15.4" widescreen monitor, which I will attach to the box, and attach a (usb?) keyboard and mouse.

It would be nice if I could do this for less than 600$.
