Question a boot loop for IBM x3550 m4 but it immediately turns off

hi hope you're doing well
i have a problem with my ibm x 3550 m4
the problem is: every time it is about to boot, it immediately goes off and boots again
it's like a boot loop but does not last that long after it's booted, it immediately goes off
sometimes it doesn't turn on if i plug it in and once i press the power button the boot loop described above keeps repeating endlessly
i thought the issue has something to do with the one mentioned here https://support.lenovo.com/us/en/so...l-with-voltage-fault-in-the-log-lenovo-server however after applying the firmware update nothing changed although the firmware i was using is newer than the one in the link (not a direct link it was very hard to reach the direct link)
it was working well until i inserted a gpu from another similar server which wasn't detected
when i took it off the problem persisted
the other similar model server worked well with or without the gpu
i took off the riser card still the same
there is a click sound coming from around the power button at every boot
please help me

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Which power button: case or PSU? Try to narrow down the source/location of the click.

Power down, unplug, open the case.

Clean out dust and debris.

Verify by sight and feel that all cards, connectors, RAM, jumpers, and case connections are fully and firmly in place.

since it isn't in front of me now i can narrow down a little hoping that it may help
cpu xeon v1 only one the other socket is empty with a protection cover
ram 40 gb
hdd 500 gb mostly empty the server is not frequently used that's why
os: opensuse 15.5
psu: redundant both 550 w
the server is old used, i don't think it is refurbished
the power button that makes the click sound is in the case
